The article mentions the landlord and relates to maintenance, but I would have to imagine that an apartment manager entering an apartment and video recording what is going on would be just as illegal.
Off Topic
Unless there is a maintenance emergency, you need to give advance notice before entering any property you rent. Even if a tenant has requested that you fix something, you still need to give proper notice (24 hours in the state of Utah) before you enter. You can always speak to them on a case-by-case basis to ask for permission to enter earlier, though, as long as they say it’s okay.Failure to cover all your bases can lead to a trespassing violation and possible lawsuit.

No. Not just for this. It would be best if people left it alone and let Francis have his privacy.
I've put it behind me. I have absolutely no reason to know anymore about why FB isn't playing this year. Hope he works through it and stays at BYU. Helluva athlete. I have faith in him.

Francis shouldn't have done what he done. He knows that. And now thanks to this class-A jerk, so does the whole world. I'm sure glad that I'm afforded the luxury of making my mistakes (mostly) in private. I'll bet the manager is glad he's given that luxury too.

That was my same opinion. The officer baited him about calling his coach and to me FB was saying, fine, if my coach can deal with this and I won't get a ticcket, let's give him a call. Then the officer changes his tune.
I'll agree that the officer was stupid in offering to call the coach. He thought he had a pressure point on Francis, dumb choice. That doesn't excuse my criticism above.
The manager may indeed be a jerk with an axe to grind. But honest question here. Does he have a legal right to be where he is and film? Or to put it another way, is there a law that says he should not have been there and filming? Just because a police officer says to do something that doesn't mean it's the law.

If I'm standing in my own front door and see something going on with my neighbors, is it illegal or just immoral to film? Trust me, I don't like the idea of people recording everything and making it public (I strongly detest most vloggers who just walk around recording every moment and every place they go in their boring lives), but that doesn't necessarily make it illegal.
The officers have the right and the duty to control the scene for everyone's protection. The managers was standing around the corner of FB's apartment ... which was fine until the dip-stick put himself into the situation and made it blow up. Remember, the officers are IN FB's apartment, THEY have a right and duty to be there ... the manager? Not so much. (PERHAPS there is a) an element of the housing contract which gives him such a duty; or perhaps there is something in Utah Landlord-Tenant law that does ... I can't speak to those.) When the guy steps in and things get hot, the police had the duty to remove the manager and keep the peace.

At least that's my $0.02
