I wonder if Unga simply missed the deadline to apply for fall semester. From what I could find on BYU's site a former student who wishes to attend BYU for the fall semester must apply to BYU by 1 February. Is it possible the dean of students is saying that Unga missed the deadline?

A former student is one "who [has] left Brigham Young University and wish to come back to finish their schooling. Although the duration of the student's break from school is irrelevant, there are a few other requirements to be aware of."
