Looks like it will be Caleb Lohner (Utah commit)

Sources have ... indicated that Lohner has asked to be released in order to join the BYU basketball program to play for Mark Pope. With his father being a former BYU basketball player himself, there are relationships and ties to the program.
It's unclear whether or not Utah will release him from his LOI. Regardless of that, it sounds like Lohner and his camp would apply to the NCAA for a waiver.
He committed to Utah last November, but apparently has had a change of heart.

My guess is Utah doesn't grant the release because they're led by an angry, petty, and vindictive coach.

Good guess I'd say. So if Utah does not release him from his LOI, does he have to sit out a year like the transfers do (he hasn't been on campus at all yet) or would he just have to pay his own way as a walk-on for a year because BYU doesn't have his scholarship rights? I'm not versed in the rules to this level.
