Unless BYU has changed admission standards in the last ten years, I don't think only going to seminary two days a week is going to cut it for an LDS applicant. I remember as a HS junior being in full-blown panic mode the last two-months of the school year because if I missed another day and dropped below 60% BYU would no longer be an option. I don't think Parker is very close to 60% if he is only attending 2x a week like his mom says.
I really don't think Seminary attendance is a requirement for BYU admission. I thought the endorsement from your bishop and your grades and test scores.
It is one of the "factors" they consider along with service etc. People in admissions will tell you that if you don't have over 60% attendance you should have a letter from a seminary teacher or bishop explaining why that should be overlooked. I was coming to BYU for the wrestling program (that would be axed right after I got to campus), and Coach Schultz told my parents and I that if I dropped below the required 60% to pass seminary my junior year the admissions office wouldn't let me in unless there were extenuating circumstances. I had missed most of the days for conditioning with teammates early in the morning, but once the season was over, that excuse was gone and he told me seminary graduation for all three years was a must.
Funny thing was--I got into a car accident a few weeks later and I got to finish seminary by home-study---which I wrapped up in a weekend and attendance was no longer an issue.
So yeah, it's not a "requirement," per se, but at least in the late 90's you had to have a solid reason for not having it on your application.
